About the course

The International Ship and Port-Facility Security (ISPS) Code specifies that the Port Facility Security Officer (PFSO) is responsible for the development, implementation, revision, and maintenance of the Port Facility Security Plan (PFSP). The PFSP outlines the required measures to prevent the unauthorised access of people, weapons and contraband into port, and provide for a safe and sterile working environment for international shipping operators.

Plymouth University's PFSO course follows the framework of the ISPS Code, and is approved by the Department for Transport. On completion of this course students will be able to:

  • execute the PFSO responsibilities in accordance with the ISPS Code and national requirements
  • manage and revise port facility security plans
  • coordinate effective search plans and security operations
  • understand the ISPS code 2004 security levels and implement actions accordingly
  • develop, maintain and review port facility access control
  • conduct port security assessments and threat analyses.

The course is designed for any security officer with overall responsibility for port security under Department for Transport guidelines.

One day - £200 + VAT

This qualification must be undertaken over a minimum of 1.5 days. The course dates are as follows;

About the course

Our Maritime Coastguard Agency (MCA) PDSD course follows the ISPS Code, which is a comprehensive set of maritime security measures to enhance the safety and security of ships and port facilities against criminal, terrorist, espionage, and piracy threats.

The ISPS Code 2004 update provides a standardised model of risk management that is internationally recognised. Designed in the aftermath of the 9/11 attacks, it is implemented through XI-2 SOLAS (Safety Of Life At Sea) convention.

The training and certification is in accordance with the learning objectives set out in Section A-VI paragraph 6-8 of the amended STCW Code, and includes: 

  • maintenance of the ship security plan
  • recognition of security threats and risks
  • the practice of regular security inspections
  • the use of security equipment and systems

For shipboard personnel with designated security duties nominated within the SSP (Ship Security Plan) engaged on ISPS Code compliant vessels. Any seafarer involved in the security of a vessel. The MCA Proficiency in Designated Security Duties certificate is an IMO-recognised qualification approved by Security Companies.
